Peking, February 19, 1910. CHINESE Government have asked foreign Ministers to agree to prohibition of cocaine on same terms as prohibition applying to morphia (see your despatch No. 30 of 1909). Am I authorised to agree? If so, I will send home King's regulation for approval as soon as all the foreign Ministers have consented to prohibition.
